that's because he's perfectly aware of what she's gonna reply, he's just taking his time 'cause he's not ready.
But what I mean is, if she never truly says it he won’t be able to feel that heart ache and move on he still thinks he has a chance. He even told his own little brother that and I would understand more if it was a friend but it’s family. I think way more misunderstandings are gonna happen and one is definitely gonna be the older brother making a move on her. But it is what it is ╮(￣▽￣)╭
I really don’t like how every time she try’s to tell the older brother she doesn’t like him like that he just cuts her off. Like I just really feel uncomfortable that she hasn’t actually told the older brother to give up and move on, and even if she feels some kind of connection from when they were young she still needs to tell him it’s only as a friend nothing more.
