Generally speaking (this means that this is based on my assumptions and some of the articles and studies that I've read, but it no way does that make up the perfect opinion), I feel like yuri is more accepted in mainstream media because there are more powerful men in media than women. What does this mean then? This means that the biases that they already have of yuri erotica over yaoi plays a big role in the production process of certain anime. With this kind of structure, I think thay yuri has a higher chance of being produced rather than yaoi especially when the demand of the audience calls for it.
I believe that there's a certain domination of the 'male gaze' (or how girl on girl action is framed in a way that satisfies the male mastubatory material) when it comes to creating same sex interactions. Also nuancing this to Japan, where hentai in itself is sometimes problematic cause of the constant rape or exploitation scenarios of women or even lesbian characters. The other reason why I think yuri is more popular is because in the anime world or even comic book world, the traditional opinion or the opinion of most men are considered more than that of women's. So when it comes to anime and fan service, the quantity of yuri baiting is higher than yaoi.

you know on tv sometimes you see non explicit/implied sex scenes? you would never see explicit sex (aka straight up porn) aired on tv,, sorta the same with dakaichi. if it had explicit sex in it, it would be labeled as a hentai and they wouldnt be able to air it on tv.
i kinda went and watched the citrus kisses you were talking about,, and tbh they arent that bad,, you see kisses like that on tv all the time
Okay so like basically I think that it’s mostly because of the fact lesbian relationships are much more likely to be fetishized by straight men and are thereby more “acceptable.” When a yuri is made, the target audience is men, and vice versa. Men are expected to like porn, and furthermore, expected to like gay (female) porn. A women expressing her sexuality is much less common and even looked down upon. So, as yaoi is basically porn/masturbation content being made for women, people look down on it more. Those are just my thoughts, though.

im sorry if im late to realize this but how come shojo yuri and yoai are treated so different at first i thought well shojo anime is about a guy and a girl being in love so maybe down in japan everyone isn't so woke to the idea of gay relationships but then yuri disproves this because well their so much of it no animators think twice about animating an erotic kiss scene between two girls or even when the anime is not a yuri but theirs a scene of another girl jokingly fondling another girls boobs in the changing rooms but then zoom to yoai and not only is their barely any yaoi anime but they all lack plot fan service and most of the time even a willing team of animators and at first i kept denying it and thought well animation is hard and after all the mangas they pick don't have much smut but then yet again something disproved this for the animation if animation was so hard then it would make sense that lots of yaoi animes always have to second kiss scenes with no added tongue or anything but the i watched a yuri anime called citrus and all the kisses where detailed as frick and all the kisses added up to be 18 to 19 mins of video if you look up citrus kiss scenes on youtube so then after figuring that out i still denied it with well the manga the pick are usually not that smutty but then the anime dakaretai-otoko-1-i-ni-odosarete-imasu came out and i watched it wasn't that bad so the i decided to go in to the manga to so see how much more different the anime was to the manga thinking that the anime probably wasn't that different and after i finished checking i was a little sad in the manga their was so much smut and it was all so detail but in the anime they almost complete cut it out and what they left would simply give you the vague idea that the characters where doing so then i realized the real reason they didn't animate it because its guy on guy or the budget wasn't good because one wanted to give money to yaoi like whats the difference for yoai to be alienated over yuri geez
