The reason for his reaction is probably because the old Penelope would yell and throw a fit and he would Think smth like “see? She’s the mean one look at her yelling and breaking things” and use that as an excuse to bully her even more but now instead of yelling and getting angry she said “it’s my fault I’ll be careful next time” and he mind went ‘????’ so he can’t blame her for his actions anymore that why he said “ what r u doing? Throw a fit like you usually do!” Idk I’m not sure...
