The Grand Duke's father hasn't even seen Chloe. The only reason he's agonizing is because of a misunderstanding due to the imperial tailor and Chloe because she had said she was a boy in order to avoid wearing female clothing.
I guess it's just the art but she's so obviously a girl but it's kinda funny that the grand duke's father is just like "It's my fault he's gay. It's because I was such a terrible father" Lol xD
