He doesn't say it straight but pretty much confesses that he couldn't write letters because he missed him too much whenever he did.
Sora kind of has different way of thinking/feeling affection, but Jeong Ha is definitely special to Sora.
I can't remember the exact words but the author once said if JH dies, Sora probably won't date anyone else after that - since he would have lived that monk life(?) if not for JH. I think sora's someone who doesn't really need/feel love from/towards others, since he's a bit different from ordinary people.
the only thing I was not sure about was physical attraction/love when I first read the series, but the author made some comments on twitter about their sex life soo I guess...?!!
this series is very nuanced so I ended up digging through the authors twitter after reading. lol but yeah, think it's safe to say they're in love :D
