It kind of breaks my heart a little that even though The older brother is a piece of shit he still loved his brother in his own way. He tried so hard to get him on his side, even going as far as giving him his own quirk to try and convince him.
We don’t know if AFO loved his brother tho,, he could’ve gave him quirks to make him submit. Or because he pitied him.
He already admitted he wanted his brother to submit to him. If he really hated his brother he wouldve just left him to rot. He wanted him on his side even when he knew his brother didn’t have a quirk.
