im bored so i have been researching for the past few hours
first we need to know about the sisters site: newtoki - manhwa raw manatoki - manga raw booktoki - korean novel raw
cmmiw but i believe newtoki used to be known as manatoki at first before they eventually separated, but theyre still under the same umbrella
1. korean ministry of culture, sports, and tourism (mcst) had started investigating illegal sites since as early as 2018. back then, they successfully took down bamtoki and their next target became newtoki. investigation suspended at 2022 because they failed to locate newtoki's operator.
2. 2023 kakao released that they found manatoki's owner but they had fled to japan and obtained citizenship in 2022. this created a legal loophole as korean govt couldnt order a direct summon. sk police sent official requests for cooperation to japan but they received no meaningful response.
3. because of the nature of korean law where police needed to report it to korean communication standards commission (kcsc) who then would notify to ISPs to block the site after a committee review which could take weeks, newtoki could survive even while under investigation by preparing a new domain.
4. july 2025, under korea digital content creators association (kodicc), over 200 creators are preparing for a class action civil lawsuit in japan but they couldnt because they didnt know operator's identity. it was believed that govt had their identity but refused to share to the victims, possibly because the law prevented them.
5. november 2025, president of kodicc held a press conference. he demanded that authorities immediately resume the investigation, which had stalled after being transferred from mcst to the gyeongbuk provincial police agency. since the transfer, the investigation into newtoki and booktoki had basically stopped because police claimed they couldnt prove the operator of manatoki was the same person running the other two sites. as a result, only the manatoki investigation was still active.
6. december 2025, a new copyright act was introduced in the national assembly. one of the bill was to implement an emergency blocking that would allow mcst to directly block a site without reporting to kscs first. this new law will reduce the wait time for blocking sites from weeks to under 15 minutes.
7. by late january - early february 2026, national assembly passed the law. it was then given a grace period of about 3 months and will be effective by may 11.
my educated guess is that newtoki's operators shut down the site themselves because they felt they couldnt survive under the new law.
so what can you do? nothing. gatekeeping is (partially) useless, especially for a site as big as mangago. they literally have a team to specifically crack down on piracy sites. just prepare for the worst. write down all your list somewhere or scrap it with tiny.cc/mggscraper
