Nope, they had a physical fight and it ended with a sudden kiss. The author didn’t go too deep into their relationship but they did explain the empress side of the story whereas the duke nor emperor knew ab her true feelings in the end. She even thought the emperor was too foolish to be with but even so she just wanted the duke’s gaze
