I think the author wanted to make Wooju an Omega from the start, seeing as they just revealed that some people, in rare cases, can present later in life. Also him being the carbon copy of his omega dad would add to it.
Knowing from other omegaverses that some betas can become omegas if they're continuously exposed to (dominant) alpha pheremones, which is most likely a condition for the pill to work and professor Cha most likely knows that, while Jiheon does not.

We should really take the manhwas name into account: Sisyphus was a person in greek mythology who CHEATED death.
We know Guwon is not an ordinary human by any means, meaning this is definitely not the end. (Assuming Guwon is Sisyphus in this scenario).
Sisyphus has another (modern) meaning, which can translate to futile, pointless or impossible tasks, which is exactly what we see. They live an apocalyptic word, haunted by zombies, a cycle of killing or getting killed.
I'm assuming that the hounds will die, however the cycle will not end there, there will just be a new group of hounds, although with new morals and new rules (hopefully).
The author needs to translate it really well into the next chapters since I feel like this could make or break the whole manhwa.
