From what I got from the webtoon (didn't read the novel) they didn't "regress" the world, they just turned back time and overwrote their memories so the other worlds are still five years ahead, that's why the dungeons are also more dangerous and have higher level. They can't bring back death people but the person before their original death still exists, so the body of the dead brother also still exists somewhere cause the "new" brother isn't the original brother that saved yoojin from the dragon.
