From what I got from the webtoon (didn't read the novel) they didn't "regress" the world, they just turned back time and overwrote their memories so the other worlds are still five years ahead, that's why the dungeons are also more dangerous and have higher level. They can't bring back death people but the person before their original death still exists, so the body of the dead brother also still exists somewhere cause the "new" brother isn't the original brother that saved yoojin from the dragon. They are not entirely the same. The dead remained dead and these new ones are the copy from their previous data. It's like when you duplicate a clip, you have two of them, right? Both the same but when you discarded the other and decided to ‘edit’ or continue the remaining one, it became a new and different clip. That's basically what happened to Yooyhun. Yes, both versions of him are Yoojin’s true brother but they are not exactly the same if it makes sense.
