Just report the account, don’t give them ANY engagement and move on. Fearmongering like this won’t help anyone. Users like that crop up every month and nothing happens, they’re just attention seeking because they know their account will get lots of attention.

I need dating advice...(￣∇￣") Does somebody know how I can meet someone new to be interested in, it's really hard in my town because all we got is wannabe gangster and shit like that so it's hard to find love like the ones I read in my mangas...just genuine love instead of a plaything or something meaningless.
Love in manga is fiction and they're usually not realistic portrayals of what a healthy relationship would actually be even if the manga is super wholesome. Trust, loyalty, dedication, shared values and compromise are what gets you a long-lasting relationship. Affection/lust/passion/love are temporary states that cool down. Relationships based on only those feelings are nothing more than sand castles.
My advice on how to meet people:
1) Widen your horizons. If your town is your bubble and you plan to never move beyond it, your choices will be reduced to that which is around you. If it's all just wannabe gangsters then you need a change of scenery. Look at the nearby towns instead or yours.
2) Birds of a feather flock together. You need to mirror what you want in a partner. If you are ratchet, you will find a partner that matches that energy. If what you want is a partner you can trust and communicate with, you gotta embody that first. You gotta have a good head on your shoulders to find good partners. Look for friends who also got good heads on their shoulders and through socializing and meeting their friends you may find who you are looking for. Groups of people that have a shared vibe will attract other people with that vibe.
3) Get out of your comfort zone. If you are having a real hard time meeting people to begin with and point 2) seems impossible, then you need to start going out. Look for (nondangerous) events you can attend and get yourself out there. Do volunteering, sign up for workshops, go to comedy shows, church (or wtv applies to you), town hall events, go wherever people gather. But please choose places that attract the kind of people you want to meet. If you are going to a club to meet people, don't be surprised when you end up with a frat boy who never grows out of it.
4) Online Dating. I personally am not a big fan of dating sites. They're more for hooking up than dating and can be particularly dangerous if you're a lady looking for a man. There's way too many creeps out there. But if you don't have the courage to get yourself involved in your local community to find people organically, and you prefer to communicate behind a screen, then you're going to have to take your chances with them dating sites.
What's most important to keep in mind though is: No one has ever died not being able to find someone to spend their life with. As long as you want to find someone, you will eventually find someone. And if what you find is no good, then keep looking. Someone else will come along.
