I think the main difference is that one name is strange out of lack of familiarity and one name is strange, because it's a butchered English name.
For example:
Řehoř Vítězslav - a strange name for an English speaker. They would struggle to write and pronounce it. It does however have an origin, a meaning and precedence for it.
