I think in an environment where you are constantly being manipulated or working against colleagues who are also competitors, it is hard to distinguish loyalty based on common interests or something a little more (in this case Har wanted her physically). I mean you can see all the guys in this manga likes her but they have different levels and ways of showing. I think what surprised her is that Har would act on it and almost killed her.
i love how this shows how different people can be even if they believe in the same things and how easy it is for people in power to manipulate common people. super relatable
