at the very start of the story, all of the regional heads that are all older than the empire itself; particularly east and north, pride themselves into handling their own territories without much hindrance from the empire. most of the factions(families) are against this, along with the emperor.
so now, that dumb swan (the emperor) and others are openly challenging their autonomy by “making an improved road system” that’ll require them to send PERSONAL ENVOYS assigned from the emperor to “inspect” and “map out” their areas. this includes ANOTHER inspection of every gate, every route, every city, everything. when in the start, they already have a good map.
WHY is ortio (the blue hair lady, head of the east) angry? because the east takes pride as the land of the mages who made sure the gates are safe, maintained, and handled by the MAGES. (people like her husband) imagine being asked to hand over that responsibility to people who know little to no magic + people with ulterior motives

why did he give leo’s candy? and why did ortio stomped on it? (1) the candy serves as a secret message that kinda says “there’s a reason for all of this, we need to make time to discuss it but not here” and ortio understands it. (2) but it’s dangerous for others to see that candy because some may get the message; so stomping it removes evidence mwahps have fun reading peeps
