She is not sad. She is pissed. She was the one who cursed him in both lives for Joshua. She wants to strip jin of his powers and feed them to.joshua. she will get what's coming to her after he defeats her and knocks her from her throne. There is literally no love between them. Her other kids are just fodder to feed Joshua's obsession over being the patriarch. She is deliberately letting Jin grow stronger because she thinks it will all belong to Joshua in the end. She ruined his future to satisfy his greed to be the best.
