Most animal shelters, apart from cleaning and feeding will just ignore the animals unless there's visitors or donors. Even the well-staffed, well-maintained shelters only have a basic skeleton crew after closing time. In recent times, they do cameras installed but that didn't use to be the case in the past.
So unless there was big chaos every night (the dogs going crazy whenever he transformed, hell maybe not even then) the half asleep night guard would'nt give 2 shits what is in the cage as long as it didn't get out.

Children cry from overwhelming emotions. Mori's pretty mature for his age. He must have kept it together because he's so mature, but so many new things all at once can be overwhelming. I'm guessing the relief he felt at finally being home with all his loved ones especially after the lonely (albeit short) walk home just burst the dam.
