I think this belongs to his missing brother. He had always suspected had been killed by his former coworkers. And he was a policeman. The guy with the scar was his brother's partner... They met before.

For real. I think that making a manga that doesn’t have much progression, last more than ten years should be some kind of crime. This manga was first released in 2011. 15 years ago. There’s no excuse to not being able to finish it. None. It’s ridiculous. Especially if you consider that Doumeki and Yashiro are still stuck at the same place.
You don't understand this how real angst is felt, author is trying to make us feel what Yashiro n Doumeki feel on real time but on a serious note it's fine this is how mangas are normally serialised, author works under no pressure I presume, this story still has a lot to uncover so it'll go on and I am all for it
