Julia is a witch who had joined the organization for a reason which will remain unknown. yoobin is a fucking bitch who thinks only of exterminating the witches,good or bad. I do not really see a relationship between both.

Regarding that vicious red witch, I wouldn't doubt if it was properly her or (at least) some acquaintance of her, the one who passed as Hwayeon in ch.47. The cruelty and cowardice are identical.
