After maturing and developing my frontal lobe, I just realized that this story is very male centered. I mean we can assume that in their era, patriarchy is very strong, even though Navier is seen as this strong empress, she's still at the mercy of the men of her life; the moment Sovieshu decides to dissolve their marriage, her only path to maintaining power is to immediately pivot to another monarch of equal rank. This inequality is even more harsher for Rashta, or "Trashta" as people call her (I'm guilty as well, sorry) who we perceived as the villain, is actually a product of her desperate need for survival in a world that offers her no legal rights or social safety net, as a slave and a woman. As a former slave, Rashta didn't have the privilage Navier had and her will to survive or desperation leads her to manipulate and etc. Ultimately, the story focuses heavily between the two women, while Sovieshu (the true villain) didn't suffer the way poor Rashta did.
