Because it’s more as a punishment than what she had going on before.
She has to fulfill all the duties that seemed to take up all her time and has to practically live at the church under their watch.
Now she’s more like a figure head who only gets brought out to guide the emperor and officiate stuff before getting stuffed back deep into the church.
