I think the premise as a whole was kind of not that well thought out.
I can see how the Chancellor would want to abolish the royal family and the role they play as an institution and keep them alive. Like, if he had a back up plan that they would secretly escape during a coup, like a Princess Anastasia type thing. Then the traitors and common people would eventually self destruct, and he saves the royals.
But in the OG timeline, the entire royal family is murdered. So his plan was doomed. Did he think the revolution would stop at killing just one prince??? The only winner in that timeline was Leo because he had the purification powers, got Julius, and replaced the royal family's position. The Chancellor loses everyone he wanted to protect in that timeline.

I think the fact that the romance was so subdued and slow burn is partly due to the fact that it's historical fiction. Even the way they initially confirmed their feelings is romantic in a poetic way.
