From the ML's pov, I think he didn't do too badly lol. He has been planning to destroy the agency, so he's been looking for someone to help him. He just met the MC and hasn't even got him to agree to help, so he's been hiding his identity and hasn't spoken about the plan. Then all these pig "teammates" came and kidnapped Mesan, which ended up angering MC and got ML involved lol. ML couldn't just tell them not to kidnap Mesan since it would be against his role as the chief, and seems like the agency has kidnapped many others as well. He could only keep Mesan safe in the agency for the moment and promise to return him later.
Conclusion : ML just didn't have the best luck lol
