I'll just say this cause maybe this is my understanding on Guwon-s mentality.
He is innocent. Not I mean what he is doing but mentally. He doesn't understand morals, empathy, any humane emotion that we people feel are all confusing to him.
And this also adds because everyone from the town didn't understand him better. They noticed there is something wrong with him but they didn't know what, and they didn't even try to find out. And because of that he thought what he's doing is normal.
And now there is our Mc who thinks differently, Guwon sees him like a guardian or a guide cuz MC teaches him things.
If our MC here understood further what Guwon needs and show him what is right or wrong, maybe things will change.
Also, I still liked the strict ruling in the town. If I want to think things in long term. But I don't want it to be brutal, maybe banished them but I think it would be a bad idea cause they might try to take over the town with the other people outside of the gate so no. Guess Killing them without pain would be okay then, when the offense is at 3rd time, except if the offense is genuinely evil, like murder or rape, then at the first offense they shall have the death penalty.

I thought of this tooooo, it'll take time to understand guwon but if the mc tries to actually understand, learn and teach him guwon got the potential:')) y'all need to remind urself that this guy is probably not a human or wtver based on the first appearance he showed: literally showed up coming out under the floor or smthing idk lol
