there was no real explanation i believe, besides how Heibi’s are not human and the mother was one. also the power the Mother had, had something to do with blood spells and healing or something along those lines, but im not entirely sure if that is a power of the heibi or her own...
A heibi is an ancient race of creatures that used to commonly exist years ago. The twins’ mother was of the heibi species. She was able to get pregnant just from licking the blood of the emperor because heibi’s could get pregnant that way. When she gave birth to the twins she lost her abilities/powers for unknown reasons. Maybe a side effect from messing with the blessed royal bloodline? Anyways the story is foreshadowing that Arien is more heibi than her brother which is why their magic teacher told them she seems to have more mana/power than her brother. We learned that in previous chapters. Hope this helped. :)
