Naturalization is the process to become a citizen of a different country than the one you were born in.
It seems that you can only climb a tower of the country you are a citizen of.
Some countries can manage their towers well and others struggle to do so. If the country can't manage their tower, they risk having their country annihilated, so sometimes they try to steal, or tempt players who have reached a high level in other countries to become citizens of their country instead. Japan did this with South Koreas former top player.
The deputy commissioner is telling him that he got a request for the MC to become a "temporary citizen" of Saudia Arabia so he can clear their tower. He would only be temporary and they would pay him for helping them.
The reason why Saudia Arabia needs his help is that terrorists attacked a Saudia Arabia city and their top player was killed during it.
I made a mistake, it was United Arab Emirates that requested him, not Saudia Arabia.

i don't think they're necessary to be shown all the time to the story.
In the novel they are mentioned, that the restaurant they run get a lot of crowd because of him and he takes care of them a lot and even does calls and stuff. And if i remember correctly helped them after becoming famous too. But I guess they did not draw all that
