I was rewatching the show and noticed
I don't think there is a specific reason, and I don't think it's patriarchal, it just so happens to be so far.
But if you want a logical reason, in reseaech studies, women are typically much more task oriented an organized than men. They're also better at object placement memory. Not to say men can't do it either, but it's hypothesized that it's an evolutionary bias.

Ashihara say there are male operators in the verse but they aren’t really on duty. And why there a lack of male operators, in the WT world, operators and engineers path are usually recommended to those who can’t join/continue as a border combatant, and it just more male would perfer to go into engineering rather head to the operator school. And most if not all Operators we seen, they are pretty much top of the line when it comes to their operator skills. I didn’t see any patriarchy smell as it just really show how talented these female operators are in the universe
started this because of the anime and woah the witches are kind of dumb with how black and white they are about things. an organisation like the brimmed hats were bound to happen like wdym witches can't learn medicine? why're you forbidding magic?? I thought it was going to be the stereotypical stuff like death magic or blood magic, but transformation magic too?? like omg you guys don't know how to have fun.
to be honest, i feel like the rigid rules are pretty realistic e.g. legislation on drugs in a lot of countries absolutely forbid it meaning it’s sold with less regulation and control meaning more ppl abuse it and get addicted. if drugs/magic was normalised but had good legislation and was regulated, people wouldn’t be doing crazy evil stuff w it….. i feel like it’s pretty realistic that something so powerful is banned because they aren’t sure how its effects can be controlled… another example is nuclear energy, even though it has immense positive effects, it also has the risk of a lot of destruction.
that's pretty much what I'm arguing. like you said about drugs in countries with stricter rules being sold with less regulation and it being abused. a lot of their reasoning doesn't seem well thought out at all regardless of how realistic it is, like how that one faction of witches claimed to be healers but were instead researching resurrection and immortality. like how on earth did they come to the conclusion that witches shouldn't learn medicine at all because of that?
yeah completely agree ;-; it’s even more baffling that such extreme rules also happen in real life when it is so clearly detrimental in preventing crime and harm. magic would be so much less dangerous if it was regulated and people were more educated on it - coco wouldn’t have lost her mum if she knew what those spells were :(

I think the artist is confused how to balance it without overly maturing/ sexualizing leo. Her younger clothes were cute but now that shes a teen ager, theres not much good references. Teenagers now dressed so maturely that its hard to guess their age. Heck most historical manhwas where they have preteen dress so maturely. (Im assuming this is leo’s 2000s phase)
