I think you're right - there will be no major "war-like" fights but this is a turning point arc. IMO, this will be handled both as manipulative chess moves with some fights.
I'm also basing this on Nishi-sensei's writing so far (interesting reread because she drops clues from previous chapters). There was a fan who commented weeks ago that maybe the series will end at chapter 666 and I think he/she might be right. While rereading the series, I noticed that there are so many open-ended and possible plots that have not been covered yet and Nishi-sensei will most likely go back to them.
And I'm with you, too, on wanting to go back to the funny stuff (which she will most likely go back to as well). The major arc before this - museum arc - was one of the most hilarious (just look again at Spectator Mephi's reactions) and one of my favorite arcs.
