Noah is an entire mess on his own but Julian isn’t the best either. He came in very hot like a white knight but he still never clarifies things for River when she asks questions. I know he’s probably not disclosing his true identity because he doesn’t wanna scare her off, but miscommunication issues plagued her and Noah’s relationship and won’t be a good start for her and Julian.
