Hmmm, a Wacom tablet would cost between $70 and $600. The lower price end would be for intuos tablets, and the upper end would be for cintiq tabkets.You would use clip studio paint to draw, which would cost around $50. Photoshop is useful too, but it's not as necessary.
There are some alternatives aside from Clip Studio! Medibang for instance is also geared towards making comics and it's free! it's what I use to draw, I reccomend it ovo)b
In terms of tablets Wacoms are the most expensive, but there are cheaper brands as well. I can't really reccomend much on this as I've only had Wacom, but I've heard good things about Gaomon and Huion tablets! I suggest you do some research and watch some reviews if you want to get a tablet!
And as a final note, remeber that tools don't make the artist <3 so don't feel preasured to buy the most expensive stuff!
I've been wanting to make webcomics for a few years now. I just got my first drawing tablet for Christmas, and I'm going to start practicing the comics soon. My tablet is a Huion Inspiroy, and it works pretty well for me! It was a little under $100 USD. I still need to find a manga program to use though. I hope this helps! (=・ω・=)
