Its when the sub submits to the dom. Submission has a lot of spectrums and so does domination. Usually the dominant is in charge of what the submissive does and is allowed to do (this has to be negotiated prior). For example there is the very classic dom and sub, usually accompanied by physical forms of domination (spanking seems to be the most common thing there). A lot of the time those people are also into receiving pain. Most of the time a dominant will either give spanks as a reward, as a challenge or in roleplay aspects as a 'punishment' for being a bad boy/girl.
A good chunk of those people are also into being handcuffed and/or restrained orherwise.
Then there's also people who are into petplay (submissives usually like to roleplay or live like a type of animal) the most common one seems to be the dog here.
This can range from simple roleplay, to people wearing dog masks and/or mittens to limit their hand movement and being walked on leashes or a more simplified version, where the submissive acts like a humanoid animal. Most of the time those people like the aspect of being commanded what to do and being 'reduced' to a more simple role, but this is often the case for most submissives, usually described as 'not having to think and just being allowed to be'.

In this manga it might've thematically started out that way, but no one is being dominated here or being submissive. It's just two people fooling around with something that even the kink-community considers to be not standard (pegging).
