Actually nah, the uncle was more unjustified. He made a huge assumption from clothes on the ground and tried to get them to separate years later. The uncle had never met kid MC and only met current MC, who is nice. He has no actual basis for kid MC being a bully.
The brother at least met kid Chaejun and talked to him about the situation, as well as witnessed the MC’s extreme actions. The brother makes more sense to not like chaejun.
Now think about it. The uncle found that uniform with his unconscious nephew, assumed Seunghyun is behind the locked accident just right after Chaejun say he want taekwondo. At the moment, maybe he think the possibility of Seunghyun bullying him.

If I saw the uniform on the ground, I would’ve thought something bad happened to the kid that lost his clothes, instead. Also was the storage ever proven to be locked? Is there even a lock on the outside? Since the storage was unlocked every time they used it. The door was only blocked by object, so idk how the uncle thought anyone was able to lock him inside.
