Do you apologize to your hair for cutting them ? No. Because it's yours and you can do whatever you want with them because of that. He keeps saying he sees him as his so there's no reason for him to see what he is doing as wrong. He was never going to apologize, the story keep saying again and again that he lack human emotions and that obsession is the only thing driving him, be it obsession for killing or obsession for someone. He want to possess Taeui and will go as far as eating him if that's the only way, why would he apologize when he is already doing him a favor by keeping him alive ? That's not happening. And I'd rather it did not because if he start to regret and recognize it was wrong then the right thing to do is to actually let go of the one he hurt, but no story is going that road and I can't stand the "he raped him but he apologized so it's fine" bs.
The only way out for Taeui is to die or to kill him. And if he had it in him to kill Ilay he would have done it instead of running away.
