So I may be wrong but what if Gunwon is actually immortal? And keeping people in town alive is his Sisyphean task? I mean, I may be slow and late to the party but maybe that's why he still cares for the town folks even knowing that they are plotting the rebellion? And what if teach's consciousness knows that? Maybe that's the reason he tries to kill himself? To escape the loop?
But still if it's a loop that doesn't explain why Gunwon's general and sexual education was so bad...
Also the hounds help him keep the illusion alive by bringing supplies. They adore him knowing that, even though it's futile, he still cares that the town is alive. I may be completely wrong and missing the point but I just had to write it out
