Fuck off. That was the first thought I had when I read this chapter.
I will refer to the characters as "uke" (the bottom) and "seme" (the top) as you would do with manga. I am doing this because a) I cant remember names and b) calling them "top" and "bottom" feels wrong for this manhwa
His apology is well thought out, and I agree with the comments that say it took courage, and that admiting accountability is a hard thing to do. However, the way he's saying "give me one last chance" (to me) is like him saying, "I admitted my mistakes, now forgive me." He said that the uke doesn't have to forgive him, that he can say no, but because of what he's done in the past, the uke will feel obligated to forgive or at least act like he does.
Since the uke has even been threatened with suicide of someone he fell in love with, he will most likely assume "if I deny this apology, will he actually commit suicide?" The past they have together also adds onto his guilty conscience.
I also belive that in the period they were separated, the uke did not fully move on from his feelings towards the seme. I do not clearly remember the earlier chapters, but based off of phycology, when guilty, you are more likely to think about and have a harder time forgetting than normal. The uke most likely experienced this, and therefore has not been able to move on from the seme.
There are many ways the author could take ch.65, such as the uke straight up rejecting the seme (though I doubt it), hesitation, and an actual chasing arc (which i believe would be the most satisfying to majority of readers), or the author could just make the uke accept the apology as they may want the story to end, or would rather have the happiness. The author may surprise us all, we really have no way of knowing until the next chapter comes out.

Upon re reading the chapter, and taking more notice to what he said, the content of the apology was good, well thought out, and something that the uke wanted to hear. Saying that, I don't know whether to trust if this apology is really from the heart, or some twisted way of manipulating the uke again, as hes obviously good at that. I still stand by what I said though, that his apology seems less guilty ridden and more with the intent of getting the uke back, as if that's his main priority rather than actually putting everything out there.
