In my opinion, the official bitch is Rose or wtv her name was. Lily is a naive girl who doesn't realise what love truly is and in Anna's case, she knew what it was because of Lily. She can't confess or acknowledge those feelings too hard because she knows her place as a maid and know that it is highly illegal. Lily clearly does not realise the difference between love and lust and mistook lust for love. She cannot be blamed for it, as she is also clueless in that field.
