It's not that i think they can't, but i do know it's mostly an "attribute" given to characters by male authors (or by authors who want to bring in a male audience). This manhwa, being a reverse harem, is targeted to women, right? So it's weird to see (being an experienced pervert, check my page for my credentials) those huge melons on the main character, because I expect reverse harem to come with bodily proportions that are relatable to the target audience (normal women). This context (which is the only context i have to make a guess) leads me, then, to believe it was drawn by a man used to writing normal hentai targeted to men.
Which doesn't mean that i'm 100% correct. Could be a woman revolutionizing reverse harem by trying to make it appealing to men too, who knows?? That would be interesting
