In the second novel, they have a VERY strained relationship and Ilay constantly mentions how he needs to get revenge on him. He does attempts to kill him at some point. They basically hate each other and try to screw each other over constantly, but Ilay is unable to actually do much against Rahman because of how powerful he is status wise
