Op could have meant either the option 1 or the option 2, and most people consider both those ages as completely normal. When you are a young adult (college) , all your options are not gonna be the same age as you, and that doesn't always equate to a power imbalance. Cus the main point is to date people with similiar circumstances and experiences as you. Just because the age gap couple is older doesn't mean the relationship won't be exploitative, and vice versa.
