I always had the impression that he was always too close to Daphne. He liked tormenting her, but always kept secret that love from his sister. I was asking myself why? Was it curiosity about her love of him? Just seeing how her affections would turn and how long it will last ? It was very curious. Now we know it was interest, very perverse way of showing it.
I have a bit of a different interpretation for the roles that the dragon and his mate have. I think that dragons need to choose the next ruler and they are the consorts of the humans. The dragon in fact protects the ruler by giving it powder and endurance. But the ruler (Solan) is the one in fact in charge.
The dragon had the roles reversed by not acknowledging Solan as his Empress.
All the men are trash in this story, it really shows the power imbalance between men in power and the rest of the folk. The mistreatment and disgust of the higher ups really is similar to what happens now days. They are living in lavish palaces and eating the highest quality food and then critique the little girl that lost all her support. They are perverse. They are all perverse.

I think Shuraka doesn't understand how strong Tei is. He treats Tei like he is a flower though he is a extermination machine of a knight in his country.
