I think Takashi blamed Tomoe on the spur of the moment because his relationship with Fuji was discovered but it seems he regreted it after and took care of him. And it's almost a miracle that he didn't keep too much resentment because of what happened after. I mean, he was branded ! For Fuji, (the brother) it was anger because as the eldest son he is a lot pressured and maybe he knew what would happen when they were discovered and couldn't do anything to protect the one he loves. So yes this is stupid to blame a kid. And I think this is why when Tomoe finally stand up and strike back, Fuji didn't do anything to stop him. He knows very well he was unfair and nasty and is happy that Tomoe gain his freedom, which is what Fuji could't do yet.
