Technically from being what is showcased, yes those two are inlove and engaged. But we are all free from what kind of interpretation we would have from it.
I believe Victor's gay, Yuri seemed straight in the beginning, but with recent developments he could be bi or even gay. I don't think it's clear about him yet. But Victor seems gay, like openly. If Victor wasn't at least bi I'd be shocked. ╮(￣▽￣)╭
