Well the creator said from her tweet that "no matter what evryone thinks of this work, the world witihin it will remain a place where there will be no discrimination for what you love...." And even said that she would protect that world even if it is the last thing she'd do.

Technically from being what is showcased, yes those two are inlove and engaged. But we are all free from what kind of interpretation we would have from it.

I believe Victor's gay, Yuri seemed straight in the beginning, but with recent developments he could be bi or even gay. I don't think it's clear about him yet. But Victor seems gay, like openly. If Victor wasn't at least bi I'd be shocked. ╮(￣▽￣)╭
