It's considered inappropriate from where I came from, but still, it shouldn't be anyone's business. Since the olden times, from where I came from, from what I know, it's quite common for mothers or housewives to go to the market braless, long before that women even used to walk topless.

It’s their body and their choice, the people who stare esp the ugly mid aged uncles and old geezers would stare even if the women go around in most modest outfits

People in my areas complain a lot when females(Adults) Walking around braless, They always gossip Them whenever they walk pass. Calling them slut and prostitutes etc. Personally, I don't think Theres anything wrong with it tbh A lot of men also walks around shirtless but nobody really complains.
