As an engineering student it's definitely a lot more flexible than studying economics. You can take some econ courses or even do a minor while you study eng if you're interested in both. It might look like gibberish but it could help you get an idea of the programs and if you might like it or not.

I would choose engineering.
But it depends on your interests and your country/university system.
Most here will be more familiar with the anglo american system where you maybe can start with both. Or do you have to choose now (like e.g. in the german system)?
