Yes, it's better to let out feelings than keep it bottled up till it burst open.
Cause at the end of the day there is gonna be a time where you end up blurting your confession.

It really all depends on how well you would take in that rejection hearing it personally from the person of interest. But to answer your question literally, it’s fine to confess even if you’ll get rejected. Personally for me I wouldn’t. I have social anxiety, I’ll be thinking about that rejection even after 5 years.
