Body Shaming

I've seen some debate on what is considered body shaming. I want to see your view on the topic.
Topic: Unhealthy people If someone comments on someone's body saying that they are or look unhealthy. Is that considered body shaming? If so, Is there a way to say it that wouldn't be considered body shaming? Do you think not commenting promotes/encourage unhealthy living?
