Is he considered a drag queen? Or just a cross-dresser? In the manga and anime it showed that he liked wearing women's clothing, found them comfortable, and would sometimes go out wearing female clothing. Is a drag queen categorized as someone that is a performer and cross-dresses for an act, rather than casually cross-dressing?
Since I don't recall him ever insisting on being referred to as a woman (not counting his okama name), I would say he just cross-dresses. He reminds me a bit of Ritsu from Fruits Basket, just with an opposite personality.

He does state in series during a flashback that he enjoyed crossdressing even before his wife died (and she was perfectly fine that he did), so I think that just intensified when he realized that Haruhi needed a maternal figure in her life. He does crossdress for his job as well, but it's not like it's a hardship for him or anything. He has/had(?...... reply
Just for clarification for anyone who didn't know, a cross dresser is someone who lives their life dressing in the clothes of the opposite gender. They can also be called gender non-conforming (GNC for short). An example of this is Jeffree Star on youtube. He is a man who enjoys wearing womens attire.
