That one manga you're referencing is super problematic, I totally agree with you there. But I would really hesitate to call any anime or manga particularly progressive (unless we're looking at Shimanami Tasogare or Yuuri on Ice or something, and they're extremely hard to come by). I AGREE! I read pochamani which has a chubby female lead character and I think they represented her fairly well. There are a few chubby shoujo manga and BL manga out there, but not enough. Usually the chubby characters are the ones that want to lose weigh or change their appearance. Because they were bullied and lack confidence in themselves. So when someone who they consider is way out of their league wants to date them. They starting doubting them and questioning why. They feel the need to change and get better. What you say is true. As some of the other answerers pointed out, I feel that American and European comics represent heavier characters more often. Might I suggest the comic series "Jem and the Holograms" Published by IDW comics. It's a rehash of the old TV cartoon from the 80s of the same name.
