Alright so I used to have lips that would get dry even when I'd reapply chapstick, so here's some tips
Don't use lip balm sticks, they can be irritating to the skin due to the rubbing, instead opt for sth like a squeeze tube or something that you can use a spatula or your finger to use.

two parts sugar one part oil, mix and gently rub on your lips at bed time. if it's too rough add a little more oil. once the flaky skin has been rubbed off wipe with a soft wash cloth and then apply petroleum jelly. drink water and apply moisturizing lip balm through out the day! if your lips are cracked, keep applying petroleum jelly trough out th...... reply

I've been using this medicated lip balm by blistex, I also really like squeezy lip balms like laneige or by elf. Biggest thing is to make sure your lips are clean before applying, I've gotten dry patches and allergic reactions before by not cleaning my lips properly and using expired products ;-;. reply
Use lip balm or chapstick. I put a little Vaseline bit my lips before going to bed. There are really good products aimed at soft lips, you can ask a worker in a pharmacy or see if the stores that cell makeup have any reply
if you peel the skin off, it'll bleed and it's not flaky anymore!
Anyway, you might need uh I think vasoline. If it's really serious consider going to a doctor because there might be some issue with the skin...
